In order to promote the exchange and professional development of technical talents in the field of artificial intelligence and expand the career development channels for artificial intelligence engineering and technical personnel, the Beijing Municipal Bureau of Human Resources and Social Security hereby promulgates the "Beijing Engineering and Technology Series (Artificial Intelligence) Professional and Technical Qualification Evaluation Trial Measures" (hereinafter referred to as the "Measures").

The artificial intelligence professional title major is now included in the engineering technology series.There are four levels: junior, intermediate, associate senior and senior, and the corresponding names are: assistant engineer, engineer, senior engineer and senior engineer.. All four levels are conducted through review.

In accordance with the requirements of Beijing's deepening reform of the professional title system, applicants will be divided into two categories: artificial intelligence research and artificial intelligence application. In addition to the basic conditions required for applying for professional titles, performance requirements for the two categories of personnel will be formulated based on the principle of "what you do, what you are evaluated on".

This regulation applies to state-owned enterprises, institutions, non-public economic organizations and social organizations in this city.Engineering and technical personnel who are engaged in the research and development of various technologies such as artificial intelligence-related algorithms and deep learning, as well as the design and application of artificial intelligence systems.

It is reported that such talents generally have high academic qualifications and professional technical capabilities, but because they belong to emerging and interdisciplinary fields, they do not have appropriate channels for professional title promotion and lack standardized industry qualification assessment standards, which affects technical exchanges and cooperation as well as the career development of talents.

Applicants engaged in artificial intelligence research should have strong research capabilities:Host research projects or subjects in the field of artificial intelligence at the provincial, ministerial or higher level; or formulate relevant policies, standards, and specifications such as national, provincial, municipal or industry development plans and major strategic decisions in the field of artificial intelligence; or publish research results that promote the development of artificial intelligence profession and achieve significant economic and social benefits.

Applicants engaged in artificial intelligence applications should have strong production and technical management practical capabilities:Achieve major breakthroughs in technological innovation, introduction and promotion of new technologies; or develop new products, new equipment, new processes, etc. in the field of artificial intelligence that are difficult and complex and have been put into production; or complete the planning and implementation of the unit's artificial intelligence engineering projects, and achieve remarkable results in project management, scientific research and development, technology promotion and application, and obtain significant economic and social benefits.

In addition, Beijing has also formulated special application conditions for outstanding talents. As long as the applicant meets one of the special conditions, he or she can directly apply for the associate senior professional title without being restricted by academic qualifications, seniority, or secondary professional titles.

Exception conditions:

  1. Won scientific and technological awards at the provincial, ministerial or above level;
  2. As the main contributor (ranked in the top three), obtain the Chinese Patent Silver Award or above;
  3. Draft national standards as the main drafter (ranked in the top five); or draft industry standards or local standards as the main drafter (ranked in the top three).

  How to evaluate: Self-declaration, unified evaluation 

The evaluation of professional titles in artificial intelligence is carried out through social evaluation.It is carried out once a year using the method of "individual voluntary declaration, industry unified evaluation, unit selection and use, and government guidance and supervision."

Among them, the senior level review is organized and carried out by the Beijing Municipal Personnel Assessment Office; the deputy senior level and below reviews are organized and carried out by the Beijing Information Industry Assessment Service Center.

In January of each year, the Beijing Municipal Human Resources and Social Security Bureau will release the city's annual professional title evaluation work arrangements. Applicants can refer to the "Beijing Engineering Technology Series (Artificial Intelligence) Professional and Technical Qualification Evaluation Basic Standards and Conditions" to determine the application level requirements, and check the annual evaluation work arrangements and apply on the website of the Municipal Human Resources and Social Security Bureau.

After the online preliminary review by the evaluation agency, recommendation and announcement by the work unit, online review and payment by the evaluation agency, defense review, acceptance announcement and other processes, the applicant will obtain the Beijing Artificial Intelligence Professional Title Certificate. The employer can select the best candidates for professional and technical positions based on job needs.
