### Abstract: Feedback on the Inspection of the Department of Chemical Engineering at Tsinghua University On June 19, 2024, Tsinghua University held a centralized feedback meeting for the fourth round of inspections by the 15th Party Committee. The meeting aimed to convey and study President Xi Jinping's important remarks on inspection rectification, to inform about common and significant issues discovered during the inspection, and to make overall arrangements for the rectification process. Following this, on June 21, the Third Inspection Group of the Party Committee provided specific feedback to the Department of Chemical Engineering (ChemE). The feedback meeting was chaired by Xiang Botao, the Deputy Secretary of the University Party Committee, who attended the session with the ChemE Department's Party Secretary, Lv Yangcheng, and the Department Head, Wang Tiefeng. Xiang Botao emphasized the importance of adhering to President Xi Jinping's thoughts on the self-revolution of the Party and integrating party discipline education to identify political deviations and deep-seated issues that hinder high-quality development. He stressed the need for ChemE to fully understand the significance of inspection rectification in promoting high-quality development and comprehensive strict governance of the Party. Xiang Botao urged the department to take genuine and decisive actions to address issues, ensuring that small problems do not escalate into major ones and that old issues do not become recurrent. The Third Inspection Group, led by Li Zhihua, highlighted the department's efforts in high-quality party building, which has positively influenced overall development. The department has been successful in emphasizing the theme of "Achieving the Great Rejuvenation, Starting from Me, Starting Now," focusing on moral education and enhancing the quality of talent cultivation. Additionally, the department has made significant strides in research, particularly in areas aligned with the dual carbon goals, such as resource ecology high polymers, new energy chemistry, micro-nano chemistry, and synthetic biotechnology. These initiatives have placed the department among the top in terms of per capita research funding. However, the inspection also uncovered several critical issues. The department's continuous and in-depth study and implementation of President Xi Jinping's important speeches and instructions have been insufficient, resulting in a gap between learning outcomes and governance capabilities. The decline in the department's discipline ranking has been attributed to a lack of reform spirit and effective measures. There are concerns about the department's talent pool, with inadequate reserves of strategic scientists and national-level young and mid-career talents, and a lack of long-term planning for the core course faculty. The department's implementation of the "two responsibilities" of comprehensive strict governance of the Party has been weak, with issues in research fund management and fixed asset usage. Furthermore, the department's efforts in promoting integrity and discipline through education and warnings have been insufficient, lacking depth and breadth. The leadership team has shown a lack of innovation and responsibility, and their execution of important decisions and solutions to complex problems has been subpar. Li Zhihua offered four key recommendations for rectification: 1. **Enhance Political Standing**: The department should further elevate its political awareness and fully leverage the political core role of the Party Committee. 2. **Strengthen Comprehensive Strict Governance**: The department must take on the primary responsibility for comprehensive strict governance, focusing on improving conduct and discipline. 3. **Promote Reform and Innovation**: Leadership and talent development should be prioritized to foster a more innovative and forward-thinking environment. 4. **Establish a Long-Term Rectification Mechanism**: The department should take concrete actions to address the identified issues and establish a sustainable rectification framework. Lv Yangcheng acknowledged the feedback, recognizing it as a comprehensive political health check for the department. He emphasized the department's commitment to accepting and rectifying the identified issues, ensuring that the rectification process is thorough and effective. The department will aim to enhance its political standing and use a high degree of political and action awareness to drive rectification efforts. This will involve solidifying the foundation for development, increasing development momentum, and rallying collective efforts to achieve high-quality development across all aspects of the department. The feedback meeting was attended by representatives from the Third Inspection Group, the university's disciplinary inspection and supervision institutions, the Organization Department, and the Inspection Office. Additionally, over 60 faculty members, postdoctoral researchers, research assistants, and students were present as observers. This inspection and feedback process underscores the university's commitment to maintaining high standards of governance and development, particularly in critical departments like the Department of Chemical Engineering. The department's response and rectification efforts will be crucial in addressing the identified issues and ensuring continued excellence in both research and education.
