EU Privacy Watchdog Investigates X Over Non-Consensual Sexualized AI Images Generated by Grok

The Irish Data Protection Commission (DPC), the EU’s lead privacy watchdog, has launched an investigation into X, the social media platform formerly known as Twitter, over concerns related to the generation and dissemination of non-consensual, sexualized AI images of European Union residents. The probe specifically includes instances involving minors. The DPC announced the investigation on Tuesday, stating it was prompted by reports of users leveraging Grok, X’s generative AI chatbot, to create and share explicit AI-generated images without consent. The commission, responsible for enforcing the EU’s General Data Protection Regulation (GDPR), notified X of the inquiry on Monday. X has not responded to requests for comment from Business Insider. Grok, developed by Elon Musk’s xAI—a subsidiary of SpaceX—was introduced as a competitive AI tool to rival offerings from OpenAI and Google. However, the chatbot quickly drew global scrutiny in January after multiple reports surfaced of users generating sexually explicit images of real individuals, including children, through the platform. The backlash led several countries to take action. Indonesia, Malaysia, and the Philippines temporarily blocked access to Grok. The European Commission also initiated its own investigation into the AI tool, while India’s information technology ministry formally expressed concern in a letter to X’s India compliance officer. In California, Attorney General Rob Bonta announced in early January that his office had launched a separate investigation into Grok’s potential use in creating AI-generated deepfakes. In response to the growing criticism, X restricted the AI image generation feature to paying subscribers and later disabled its ability to produce sexually suggestive or explicit content. Despite these changes, a Business Insider investigation found that users could still trigger such images through certain prompts in both the web and mobile versions of Grok. Elon Musk addressed the controversy in a post on X on January 3, stating, “Anyone using Grok to make illegal content will suffer the same consequences as if they upload illegal content.”
