Utah's massive data center faces growing concerns

Utah has approved the Stratos Project, a massive data center initiative backed by Shark Tank investor Kevin O'Leary, despite significant concerns regarding its environmental impact and resource consumption. The project, spanning 40,000 acres in Hansel Valley, Box Elder County, aims to establish American dominance in artificial intelligence and bolster national defense. Approved by county commissioners and Governor Spencer Cox, the project is projected to cost over $4 billion in its first phase and consume 9 gigawatts of power, nearly double the state's peak electricity demand expected in 2025. O'Leary described the facility as a critical step to demonstrate U.S. technological strength to global competitors. The facility's scale presents formidable challenges. Designed to be more than twice the size of Manhattan, the campus will operate a private power plant drawing methane from the Ruby Pipeline. Nonprofits estimate the project could consume 448 billion cubic feet of natural gas annually, roughly 1.5 times the state's current consumption by all homes and businesses combined. While proponents claim an on-site plant will keep the facility off the state grid, experts warn of severe thermal consequences. Robert Davies, a physics professor at Utah State University, calculated that the data center's heat output would equal the energy of 23 atomic bombs dumped into the local environment daily. This thermal load could raise daytime temperatures by 2 to 5 degrees Fahrenheit and nighttime temperatures by up to 12 degrees. Experts caution that elevated nighttime temperatures could disrupt the dew point, a critical mechanism for condensation in desert ecosystems, potentially rendering the region even drier and hostile to local flora and fauna. Water usage remains a contentious issue. Although the project promises a closed-loop recycling system to protect the water-strained Great Salt Lake, initial plans to draw from the Salt Wells Spring were abandoned after nearly 4,000 public objections. The developers have since proposed drawing from an unnamed spring in the Hansel Valley, a move facilitated by new state water laws that limit regulators' ability to deny applications based on public welfare concerns. The project is also estimated to generate 30.2 million tons of carbon dioxide annually, increasing Utah's carbon emissions by 55 percent. Political responses to the backlash have been sharp. While O'Leary dismissed opponents as being funded by China, state officials have largely rejected public criticism as an impediment to progress. Commissioner Boyd Bingham criticized protesters for interrupting meetings, while Governor Cox expressed frustration with bureaucratic delays, stating that taking time does not ensure safety. The project still requires environmental and building permits before construction can begin, a process that may take years despite the rapid initial approvals. The Stratos Project stands as a polarizing symbol of the tension between technological ambition and environmental sustainability in the American West.
