Experts and Scholars Discuss New Pathways for International Cooperation in Scientific and Technological Intelligence

Experts and Scholars Gather at Wuhan University to Discuss International Science and Technology Intelligence Trends On April 26, the "2025 International Forum on Science and Technology Intelligence Frontiers and Future" and the 2025 Annual Conference of the China Society for Scientific and Technical Information (CSTI) International Cooperation Committee convened at Wuhan University. The event brought together experts from 18 leading universities and research institutions, including Peking University, the University of Hong Kong, the China Institute of Scientific and Technical Information (CISTI), and the Chinese Academy of Sciences’ National Science Library. Wuhan University’s Deputy Party Secretary Wen Qian, CSTI’s Deputy Chair and Secretary-General Yuntao Pan, who is also the Chief Researcher at CISTI, CSTI’s Supervisor and Distinguished Professor of Humanities and Social Sciences Feicheng Ma from Wuhan University, Director Xiwen Liu of the Chinese Academy of Sciences’ National Science Library, and Distinguished Professor Chuanfu Chen, Dean of Wuhan University's School of Information Management and Director of the International Cooperation Research Institute for Library and Information Science, attended the meeting. The opening ceremony was hosted by Jun Tao, the Party Secretary of the School of Information Management. Wen Qian stated that Wuhan University will leverage its strong academic disciplines to deepen international cooperation, cultivate digital intelligence talent, and advance frontier research. Despite the challenges in data sharing and international collaboration, the university aims to facilitate global exchanges in science and technology intelligence. Yuntao Pan emphasized that CSTI will remain committed to open international cooperation, striving to become a global hub for academic ideas and a platform for attracting top scientific talent. Feicheng Ma highlighted the current difficulties in international cooperation and recommended establishing international journals and joint laboratories, focusing on bridging the digital divide, and nurturing young talents with a global perspective. Xiaoguang Wang, the Dean of the School of Information Management, noted that the school has already partnered with over a dozen prestigious international universities and organizations, hosting numerous high-level academic conferences. He pledged full support for the work of the International Cooperation Committee to usher in a new era of science and technology intelligence. During the appointment ceremony, Wen Qian, Yuntao Pan, Feicheng Ma, and Xiaoguang Wang presented certificates to the committee’s advisors, chair, vice-chairs, secretary-general, and committee members. In the keynote speech session, Chuanfu Chen reviewed the history of information science and its contributions to scientific and technological work. He underscored the importance of both maintaining traditional roles as "eyes, ears, advanced units, and advisors" and innovating new cooperative models. Xiwen Liu discussed the strategic significance, methods, and experiences of international cooperation at the Chinese Academy of Sciences’ National Science Library. He offered suggestions on global trends, empowerment mechanisms, awareness of contributions, and the principles of sharing. Gang Li, Director of the Data Intelligence Research Institute at Wuhan University, emphasized the need to strengthen large model applications with knowledge bases. He proposed constructing a knowledge graph centered around enterprises, products, and technologies to improve intelligence analysis efficiency through data governance and smart systems. The closed-door committee meeting saw participants revising the "Work Regulations of the CSTI International Cooperation Committee." They engaged in deep discussions on key achievements, inter-institutional collaboration, and international talent cultivation, proposing forward-looking and actionable recommendations.
