Japan and NVIDIA Launch World’s First National AI Infrastructure
Japan has officially launched the world’s first national artificial intelligence infrastructure dedicated to physical AI, marking a strategic milestone in the nation’s industrial modernization. Spearheaded by NVIDIA and Noetra Corp. in partnership with the Japanese government and key industry leaders, the initiative establishes a dedicated computing backbone designed to accelerate multimodal foundation models across manufacturing, logistics, healthcare, and telecommunications. The centerpiece of the deployment is a purpose-built AI factory architected around the NVIDIA Vera Rubin platform. The facility integrates 13,750 NVIDIA Vera CPUs and 27,500 NVIDIA Rubin GPUs, organized into NVL72 racks and orchestrated through the NVIDIA DSX platform. Sustained by NVIDIA Spectrum-X Ethernet networking and BlueField DPUs, the infrastructure delivers 140 megawatts of data center capacity. This configuration enables the training of trillion-parameter models while optimizing token throughput per megawatt and reducing inference costs at scale. The new computing environment directly supports METI’s FRONTia Project, officially titled Development of Multimodal Foundation Models with a View to AI Robotics and Physical AI. The project unites Japan’s established manufacturing expertise with global technology innovation to produce highly reliable, real-world AI systems. By leveraging onsite industrial data and codesigned hardware and software stacks, the initiative targets the development of advanced AI agents, digital twins, and robotic control systems tailored for enterprise deployment. In alignment with broader national policy, Noetra will distribute pretrained weights from its multimodal foundation models to domestic developers and enterprises. Coupled with NVIDIA’s open-source software suite, including Nemotron, Cosmos, Isaac GR00T, and NeMo libraries, the program lowers barriers to entry for agentic AI and physical AI research. Industry executives emphasize that sharing foundational technologies across public and private sectors is critical to scaling physical AI from laboratory prototypes to industrial reality. The infrastructure aligns with Japan’s AI Robotics Strategy, released in March, which sets a national target of capturing more than thirty percent of the global AI robotics market by 2040. That projection translates to an estimated one hundred thirty-three billion dollars in economic opportunity. As the factory scales, it will provide organizations across Japan with access to one of the most advanced AI training environments globally, establishing the computational foundation for next-generation intelligent manufacturing and autonomous systems. By converging sovereign computing capacity, open foundational models, and established industrial supply chains, the initiative positions Japan as a central hub for the physical AI revolution while reinforcing cross-border technology collaboration and domestic innovation resilience.
